Usually unless you have a really shallow pitch roof you will have the 3 foot minimum height after satisfying the 2 foot above the nearest roof line within ten feet rule.

I have heard that the top of a wood burning stove pipe needs to be a certain height above the peak of the roof to work properly.
And at least 2 higher than any portion of a building within 10.
In that case the chimney needs to be 2 above the peak of the roof or 3 above the roof line whichever is higher.
The top of a chimney pipe must extend at least 2 feet above the peak of the roof if the pipe is within 10 feet of the peak.
Anon the chimney outlet needs to not only be proper height above the roof surface but proper distance from any opening that could take flue exhaust.
So 28 inches plus 24 inches is a chimney height of only 52 inches.
